It is by no means a nice bike, but it is a working bike and that can make a huge difference in getting someone to ride more often. As a simple means of transportation a bike doesn't need to be expensive or fancy. They probably could have done a better job in deciding on what bike to give, but saying that a bike is worthless simply because it is cheap just reeks of spoiled, over-indulged child.
